Nine Children Found Living in Appalling Conditions in Ohio as Couple Arrested Over Alleged Abuse

Two adults have been arrested after nine children, ranging in age from just one to 13, were discovered living in what authorities described as horrific and unsafe conditions at a property in Ohio. Investigators allege that some of the youngsters were confined behind makeshift barriers, while several were living with the adults in a small shed. The disturbing discovery has prompted a child endangerment investigation and left all nine children in protective custody.

The investigation began after child protective services referred concerns about possible abuse and neglect to the Licking County Sheriff’s Office. On October 13, 2026, detectives executed a search warrant at a property in Etna Township, where they found 12 people living on the premises, including nine minors and three adults. What officers encountered raised serious concerns about the children’s safety, health and basic living needs.

According to court documents, the initial allegations included a failure to provide sufficient food and water, inadequate living space and sleeping arrangements, and reports that children were subjected to harsh physical punishments. Authorities also reported finding unsanitary conditions and an infestation of bugs inside the property. Investigators said the children lacked appropriate bedding, while some had reportedly been forced to remain in painful positions for extended periods.

One of the most troubling aspects of the case involved a shed on the property. Officials said at least four children were believed to have been living there alongside the adults, Jonathan Parr, 37, and Jacqueline Coleman, 32. Other children were reportedly staying in a mobile home. Investigators also found a makeshift barrier resembling a folding cage used to cover a room’s doorway. Authorities clarified that it was not necessarily a conventional animal cage, but said the discovery raised further questions about how the children had been confined.

During a press conference, Licking County Sheriff’s Office Captain Jay Cook described the living conditions as “horrific” and “disgusting.” He said some children had reportedly been made to stand against a wall in a squat-like position, sometimes for hours and allegedly even for an entire day. Nails in the floor were reportedly used as markers for where the children had to place their feet. Investigators are continuing to examine the allegations and determine the full extent of the alleged mistreatment.

Parr and Coleman were arrested and charged with felony child endangerment. The pair share four children, while Coleman and Parr also have children from previous relationships. Both were held on a $150,000 bond following court appearances on October 14. Parr denied the allegations during his hearing, saying he had not kept anyone in cages or committed the alleged acts. The case remains under investigation, and authorities have indicated that additional charges may be considered.

All nine children have been removed from the property and placed in the custody of Licking County Child Protective Services. Officials have not announced whether the third adult, a 64-year-old grandmother who was also living at the residence, will face charges. Investigators are continuing to interview people and review evidence as they work to establish what happened inside the home.

The case has shocked the local community and comes after another disturbing child-endangerment investigation in Ohio earlier this year, in which 16 children were removed from a separate property. For the nine children in the latest case, the immediate priority is their safety and care as authorities continue investigating the allegations against the adults responsible for them.
