Bodycam Captures Dramatic Rescue: Flood Rescuer Pulls Soaked Puppy From Submerged Car in Underground Parking Garage

A chest-mounted bodycam has captured the heart-stopping moment a flood rescuer waded through the black water of a flooded underground parking garage and pulled a tiny, soaked puppy from a partially submerged car.

The 15-second recording, timestamped 2026-10-15 19:24:05, begins with the rescuer pushing through knee-deep, murky floodwater inside a dim concrete parking structure. Ceiling lights shimmer on the churning surface as partially submerged vehicles loom in the darkness, their taillights glowing red through the gloom.

Approaching an open car door, the rescuer — clad in a blue waterproof flood-rescue suit, blue gloves and chest-strapped rescue gear — reaches into the flooded vehicle and carefully lifts out a small, mud-caked puppy. Water streams from the trembling animal’s paws and fur as it is held chest-high above the rising water, blinking at the camera, breathing fast but no longer trapped.

In the final seconds the rescuer turns away from the submerged car and begins moving toward a safer exit path, the puppy now held protectively against the current. Flooded cars remain visible in the background as the pair pushes on through the garage.

“Every second mattered,” rescue officials often note in such operations — and this footage shows exactly why. A frightened young animal, minutes from being swept away, is now in safe hands.

The video carries only the natural sounds of the disaster: sloshing water, distant drips echoing off concrete, creaking vehicles, splashing footsteps and the puppy’s own soft whimpers. No music, no narration — just the raw reality of a rescue.

The puppy was reported safe and was taken for veterinary checks and care.
