Bodycam Captures Culvert Rescue: Rescuer Draws Soaked Beagle Puppy From Broken Roadside Drain as Floodwater Rages Through

The water was already running brown and fast through what was left of the road.
In chest-camera footage dated 2024-10-28, a flood rescuer kneels in rushing water in front of a cracked concrete drainage culvert beneath a storm-damaged roadside, where the shoulder has washed away and the guardrail above hangs over broken earth and debris. Inside the mouth of the pipe, perched on wet stones with the current surging around it, a small brown-and-white beagle puppy sits crouched and soaked, its long ears plastered flat and its eyes fixed on the hands reaching toward it.
The rescuer, wearing a dark gray waterproof jacket, black gloves and flood gear hung with clips and straps, does not lunge. Both hands come up slowly, palms open, and hold steady while the puppy watches. Only then do they close gently around the little dog, one hand supporting its chest and the other beneath its body, keeping it level against the push of the water pouring out of the pipe.
In the final seconds the puppy is drawn downward, out of the culvert and low into the rescuer’s lap between his knees, clear of the current. Its head comes to rest against his forearm, eyes half closed, while the broken pipe and the muddy torrent remain visible just beyond them.
No collar, tag or owner is visible in the footage, and the video ends where the rescue itself ends: with the puppy out of the pipe, above the water, and held securely in both hands.
