GABRIEL’S LAW SIGNED IN CALIFORNIA — NEW PROTECTIONS FOR CHILDREN AT RISK

Thirteen years after 8-year-old Gabriel Fernandez died following months of abuse, California has taken a new step to strengthen protections for vulnerable children. Governor Gavin Newsom signed Gabriel’s Law (Assembly Bill 2304) into law on September 21, 2026, following years of efforts to address failures exposed by Gabriel’s case.

The new law requires social workers to ensure children receive appropriate emergency medical care when they appear to need it. It also clarifies that social workers who knowingly falsify or manipulate official records can be held accountable under existing law.

Gabriel’s case shocked the nation after warning signs of abuse were reported before his death in 2013. His story remains a painful reminder of the importance of listening to concerns, acting on warning signs and protecting children who cannot protect themselves.
