CALIFORNIA — A disturbing investigation that began with the discovery of a dead newborn along a rural California roadway has expanded into a complex case involving a missing 14-year-old girl, allegations of sexual abuse, and the arrests of both the girl’s father and mother.

Authorities say the teenager was eventually located and rescued in Mexico, where her father was also taken into custody. Days later, her mother was arrested in California as investigators continued examining the circumstances surrounding the death of the newborn.
The case has raised serious questions about what the teenager experienced before she was found and how she ended up in Mexico.
Newborn found dead near rural roadway
The investigation began on Aug. 1, 2026, when authorities discovered the body of a newborn baby near a roadway in rural Monterey County, close to Moss Landing.
Investigators later identified the baby as a girl and referred to her as “Baby Angelita” during the investigation.

Authorities determined that the child’s mother was a 14-year-old girl. Investigators believe the teenager gave birth in the area before leaving the scene.
The discovery immediately triggered a major investigation as detectives worked to determine the circumstances surrounding the newborn’s death and locate the teenager.
Investigators also began looking into the identity of the baby’s father.
Teen initially at center of investigation
At one point, authorities were searching for both the 14-year-old girl and a 38-year-old man identified as Sergio Galvez Perez.
According to investigators, Perez was believed to be the biological father of the teenager as well as the newborn’s father.
As the investigation developed, authorities alleged that Perez had engaged in sexual activity with his daughter and that the abuse resulted in her pregnancy.
Perez now faces multiple serious allegations, including incest, unlawful sexual conduct involving a minor and child endangerment.
The case took an important turn when authorities made clear that the teenager herself was considered a victim of abuse, rather than simply someone involved in the newborn’s death.
Officials said protecting the girl and ensuring that she received appropriate care became a major priority.
Search leads investigators to Mexico

On Oct. 4, authorities announced that the 14-year-old had been located and rescued in Mexico. Perez was also taken into custody.

Her rescue brought relief to investigators who had been concerned about her safety.
But the discovery also raised additional questions about how the teenager had been transported out of the United States and what had happened during the time she was missing.
Mother arrested in California
The case took another unexpected turn when the teenager’s mother, 36-year-old Ofelia Garcia Ortega, was arrested in California.
According to prosecutors, Garcia Ortega is accused of using fraudulent identification documents to allow her daughter to work in agricultural fields when the girl was only 13 years old.
Authorities also allege that the mother allowed the teenager to drive without a valid license and that the girl was absent from school for an extended period.
Garcia Ortega faces multiple charges, including allegations involving fraudulent identification documents and child endangerment.
She had previously been arrested in August on a child-endangerment allegation but was later released.
Following her latest arrest, her bail was reportedly set at $150,000.
Investigation into newborn’s death continues
Although the teenager has been located, authorities have not finished investigating the death of Baby Angelita.
Investigators have been working to establish exactly what happened before, during and after the teenager gave birth.
An autopsy was conducted as authorities sought to determine the circumstances and cause of the newborn’s death. Investigators have also collected evidence from the area where the baby was discovered.
