CIA Contractor Accused of Leaking Top-Secret Intelligence to Journalist Girlfriend’s Substack — Faces Up to 10 Years in Prison

A 42-year-old government contractor has been arrested on allegations that he leaked classified national defense information to his journalist girlfriend, who allegedly published details in her independent online newsletter.

Ian Brinksman was arrested by the FBI on October 23, 2026, after investigators searched his Washington, D.C., home. Federal prosecutors charged him with unlawfully transmitting national defense information, according to the U.S. Department of Justice. If convicted, he could face up to 10 years in prison.

According to investigators, Brinksman held top-secret security clearance while working for a government agency and later for a private contractor serving the same agency. Prosecutors allege he repeatedly accessed sensitive intelligence reports that were unrelated to his assigned duties and then communicated with his romantic partner.

Investigators say at least five articles published in 2026 by the journalist’s Substack newsletter contained information closely matching classified reports he allegedly accessed. The evidence cited in court documents reportedly includes phone records, database access logs, security badge records and emails.

The newsletter, Capital & Empire, was authored by journalist Aída Chávez. Although the FBI affidavit reportedly refers to the recipient only as “Individual 1,” news reports connected the description to Chávez based on excerpts cited in the documents. She has not been charged in the case.

Authorities allege that some of the material involved highly classified intelligence assessments. Prosecutors say Brinksman knowingly shared information with someone he understood intended to publish it. His public defender declined to comment, according to reports.

The case has raised serious questions about the handling of classified intelligence and the boundaries between government access and independent journalism. However, the allegations have not yet been proven in court, and Brinksman is presumed innocent unless found guilty.
