In a flooded airport baggage claim hall, a small golden retriever puppy stood alone on a stationary luggage carousel while muddy water spread across the floor around abandoned suitcases. A rescuer in a bright orange jacket waded through the water toward the frightened animal.

The puppy, its golden fur soaked and its paws spread for balance, watched the rescuer approach. It blinked, took one hesitant step, and lowered its head slightly as two gloved hands reached out slowly and calmly.
